Personal Experience of Illness Can Help Others
There are many methods used to educate young adults and bring awareness to social crises. Some methods teach the reality of social crises and living with diseases such as AIDS. Others avoid such direct contact and aim to educate around problems as if they weren’t there. In order to fully grasp the effects of a social crises, direct education is needed. Direct education gives facts, and often the negative effects of social crises like AIDS, which is very beneficial to teaching. Implementing more direct education would likely create a more informed society.
Avoiding the discussion of HIV has not been working for one program in South Africa called Lovelife. “We talk about positive things, like making informed choices, sharing responsibility, and positive e sexuality” (Epstein 114.) Lovelife wanted to catch children’s attention with positive outlooks instead of focusing on more serious discussions like disease. The children at the Lovelife center openly discussed sexual activity however, avoided talking about HIV directly. The Lovelife centers were more similar to after school daycares for children then to HIV prevention programs.
The HIV/AIDS epidemic that has centered itself in most African countries, has forced governments and the population to act. AIDS/HIV prevention programs such as Lovelife in South Africa have become popular, these programs which focus less on AIDS itself and more on promoting a healthy and happy lifestyle are an example of indirect education. Because Lovelife did not teach the effects of living with AIDS and the hardships it brings to the young, members have not been able to realize the severity of the disease. “I was afraid the people there would find out my sister had HIV. We talked about it as if it was someone else’s problem” (Epstein 115.) The poor perception surrounding HIV caused children to avoid it as much as possible. Without the direct education needed to provide clarity for young South African’s they fail to properly protect themselves against the disease because they don’t know what they are protecting against. “A more realistic HIV prevention program would have paid less attention to aspirations and dreams unattainable for so many young people, and greater attention to the real circumstances in people’s lives that make it hard for them to avoid infection” (Epstein 119.) Epstein clearly favors direct teaching, because the children know of AIDS, but do not correlate it as problem of theirs, which it is.
Not all African countries had a rising HIV rate. “In 2003, the only African country that had seen a nationwide decline in HIV prevalence was Uganda. Since 1992 the HIV rate had fallen by some two-thirds” (Epstein 116.) Being the only country with a decreasing HIV rate while all neighboring countries struggle to do the same is a massive accomplishment. Uganda’s success does not come from social program, instead Ugandan people tend to be very close and more likely to discuss the life-threatening effects of diseases like HIV. The Ugandan people are more likely to open up to each other than other African countries. Because Ugandans were more willing to talk about difficult subjects they often had personal connections to people with HIV and saw the effect first hand. Being involved personally with a social crisis is what is causing lower HIV rates in Uganda. The personal connection creates a sense of importance when fighting the disease because, individuals are more likely to care if someone they know is affected.
The treatment of people with AIDS/HIV in South Africa differs drastically to how the Ugandan people treat people living with such conditions. “I have a friend at school who disclosed she has HIV, and the others won’t even walk with her” (Epstein 115.) South Africa society isolates those with diseases. This is not being corrected by Lovelife’s indirect teaching method. Uganda not only treats disease victims with the same level of respect as others, they listen to what the victims have to say and how they can prevent it from happening to others. Uganda should become a role model for many other African countries, who should hope to accomplish the low rates of HIV that Uganda has.
Direct teaching would not only help South African people lower HIV rates, direct education could and should be further implemented in American society. The straightforwardness ensures that everyone fully understands what’s being taught. Social programs in the United States should attempt to model the open discussion that Uganda has established. “It seemed clear to me that more could be learned from Inkanyezi’s attempt to help people deal with the reality of AIDS than from Lovelife’s attempt to create a new consumerist man and woman for South Africa” (Epstein 119.) If the United States society shifted and became more accepting and approachable I think everyone would benefit. Epstein agrees that helping people deal with the struggles that diseases bring, instead of ignoring them and changing the subject would be beneficial.
The best prevention for any type of disease is knowledge and personal connection. Giving understandable knowledge to our youth will be the best way to cure any social crisis. “Was it possible to reduce the spread of HIV without involving HIV-positive people and the activist and community groups that supported them?” (Epstein 111.) In responding to Epstein, I say no, it is not likely that disease can be prevented without people having personal experience. Survivors of diseases like AIDS should not be shamed but instead given a platform to share their experience with the world. The experience that disease survivors have gone through if shared with others could possibly help those with the disease and help people not get the disease.
Epstein was surprised of how different the children of Rwanda handled AIDS, compared to those from South Africa. “All they wanted to know was what they could do to help people with AIDS” (Epstein 119.). This differed from how the children at the Lovelife center handled the disease because when Epstein approached them, they changed the subject quickly to what American celebrities are like. The Rwandan children were similar to those in Uganda, both had much more personal experience with HIV then the Lovelife members. As a result of the increased personal experience at the time Epstein visited Rwanda, they also had a declining HIV rate. Teaching the real experiences that one goes through with difficult diseases is essential to making sure the severity is understood. Discussing subjects that are sometimes hard for some like HIV, should be more encouraged in society.
Without experiencing crises, themselves, it is hard for many to grasp the devastation that can occur. Experience of others should be shared with everyone to help prevent spread and give others going through similar situations a path to follow. A community working in unity can benefit everyone involved. Society needs to become more willing to discuss serious issues and accepting others that are affected by them. Facing problems directly with proper education and protection methods would be the best way to tackle any crisis. Teaching children the reality of serious diseases such as HIV/AIDS will allow them to better prepare to protect themselves in the future against such diseases.

Imperialism was One of the Factors of the First World War
There are four causes of World War One, imperialism, militarism, nationalism and military alliances. Imperialism refers to the intense competition for colonies across the world, to have dominance over countries economically, politically and socially and Europe wanted to colonize territories. The effects of imperialism was the fact that countries could take over the customs and traditions of countries. Militarism explains how countries build strong armed forces to prepare for war. Militarism can have a negative effect because political leaders can potentially use it even when it is not necessary. Nationalism is when a country thinks that they are more superior than other countries, it is also when people have a strong loyalty to their country. This causes war because countries think that other countries are inferior to them. The last ause of World War One, military alliance which consisted of two groups: the triple alliance, Germany, Austro-Hungarian Empire and Italy and the triple entente, Britain, France and Russia.
The United States tried to remain neutral during Woodrow Wilson’s presidency by not interferign in the European war and they did not want to take part in foreign wars. However, The United States failed in sustaining neutrality because they stopped tradng ith germany due to Britains blackade. If teh United States was neutral then they would have stopped trading with Britain as well but they did not. They contuined trading with Britain and accpeted the bockade of Germany. The United States became a country that was once neutrl into the “arsenal of allies.” The United States loaned Germany and Britain money for the U.S banks, this proves how the United States was not neutral economically.
Germany formed a barac-tatic which involved submarine warfare. Germany attacked a British ship Lusitania by sinking it, which killed one-hundred and twenty eight Amercans. This angerd president Wison and he gave Germany a formal warning that this tragedy shoudl not repeat itself. Germany then attacked another ship that belonged to eh French called the Susex which injured American passengers. President Wilson gave Germany anotehr formal warning and told them to dissole their ilegal tactics. The United States did not want to take any military action on Germany hence the reason why they gave Germany many warnings. The United States also failed to remain neutral because America declared war on Germany due to Germany sending a telegram to Mexico perseuading them to join their alliance in exchange for teh land that America took from them, Germany were threathening the United States and their crimes on the seas.

Empire and People about Imperialism in America
Throughout the chapter, The Empire and the People, Zinn writes about how America wanted to force foreign trade because it would relieve the problem of underconsumption at home and it would prevent a financial crisis in America. The American capitalists thought creating foreign trade would decrease the protests and would bring the American people and government together, but in result it caused more issues than they started with. Although many argue the America became an imperialist country over time, Zinn argues that it has been an imperialist country all along.
As foreign trade grew more popular, America began the Open Door Policy which began the idea of “open” trade with the idea that the governments of those trading were not involved. Open trade quickly became an issue when the United States joined the Cuban Revolution to keep Spain's markets open, in fear that if they did it alone, Cuba would take the US out of open trade. This revolution, called the Spanish-American War, showed that America cared for nothing but the profits coming in from the trades after America began taking over all the railroads and supplies. The Platt Amendment was introduced which gave America the right to enter Cuba whenever they felt Cuba was threatened. The signing of the 1898 Treaty of Paris gave the United States ownership to Puerto Rico, Guam, and the Philippines. America had ownership over many countries creating a forced trade among them.
Throughout the additional sources, many authors brought up the same idea Zinn had about imperialism. The poem, “The White Man's Burden” was written around the time the 1898 Treaty was signed that gave America the right to Puerto Rico, Cuba, Guam, and The Philippines. The poem is written from a white perspective and talks negatively about the African Americans, calling them “savages”. Because the poem is written in the white man's perspective, they forget to mention how the African Americans are being treated despite the foreign trade. In the poem “The Brown Man’s Burden”, the perspective shifts to those affected by the abuse of imperialism. In the poem, the brown men complain that the white men will never understand the struggles of a brown man and they point out the failure of the American system due to the white men being in charge.
The poem, “The Black Man’s Burden” was written in response to the original poem, “The White Man’s Burden”. This poem, like the last, also talks about the issues of forced imperialism and claims that the issues foreign trade caused were unnecessary. In the movie, “The End of Poverty”, many families living in the places forced off foreign trade, were failing financially. The farm workers were working all day, not making much, and giving all their crops to another country. In the article, “On the Justice of Roosting Chickens” Churchill point out many flaws the United States has in forcing and not following international laws. This article shows the failure of America, claiming that no matter how hard America continues with foreign trade, breaking the rules needs to change first. All of these extra resources backup Zinns claim that foreign trade caused more negatives than positives. The sources had different perspectives, proving that the only one gaining anything from foreign trade and imperialism is the white man and America.
In today's news, China and America have issues regarding the foreign trade that have developed quickly in the last couple years. Previously, for many decades, China and America have had a foreign trade agreement. In the past few years President Trump has claimed that there is an imbalance to the trades which has left America with an annual economic loss. To change this foreign trade issue, America needs to force the rules on foreign trade with any country. Being persistent and strict with rules, America should never result in an imbalance or economic loss for the years to follow. If the countries the U.S. is in trade with now does not agree to stricter rules, then America needs to decide what is more important to them, economic success or trading with a loss.

Black Panther Party against American Imperialism
For most people, the word revolt is associated with thoughts of change brought about by violence. However, when spoken about by a revolutionist themselves, the meaning surrounding the word differs. During a 2008 interview, conducted by the LA Sentinel, Bobby Seale stated, “Revolution is about the need to re-evolve political, economic and social justice and power back into the hands of the people, preferably through legislation and policies that make human sense. That's what revolution is about. Revolution is not about shootouts” (Seale XXXX). The point of revolution has always been to bring about change in a sane and correct manner, especially for those that have continuously been oppressed. Unfortunately, violence is often introduced when change is met with resistance by those in power.
This flow of events is evident throughout history’s writings, as the images of most Black Power movements focus on the violence alone, but rarely the resistance that led to it. Founded in 1966 in Oakland, California, by Huey Newton and Bobby Seale, the Black Panther Party, were an African American revolutionary organization, who at the time fought to address the major issues facing urban Black communities (Duncan XXXX). The Panther’s main goal was to obtain the same rights for the Black community as the rest of society, which included but was not limited to, education, jobs, housing, medical care, and justice. At the time, the Civil Rights Movement, aimed to gain full citizenships rights for Blacks within the U.S., while the Black Panther Party differed, as they rejected the legitimacy of the U.S., government and positioned themselves as part of a global struggle against American imperialism (Bloom, Martin XXX).
The Civil Rights Movement targeted issues based in America alone, while the Black Panther Party focused on minority race-based issues at a much larger, global scale. In an article detailing who the Black Panthers were, the Journal of Negro History states, “The Black Panther Party chose the name because the panther is known to be an animal that never makes an unprovoked attack but will defend itself vehemently when attacked, and this was symbolic of what the Black Panther Party for Self-Defense stood for” (Harris XXXX). For the members of the Black Panther Party, the words black panther stood as a representation of who they were and their methods of activism attested to that. Unlike the Civil Rights Movement which was inspired by the teachings of Mahatma Gandhi, the Black Panther Party chose to fight fire with fire. ( The strategies employed by the Black Panther Party to bring about change for the Black community involved changes from all aspects, and as their name suggests, violence was introduced only when necessary.) The strategies used when taking a standing or making a change, are crucial in respect to determining the success of the effort altogether.
Some prefer strategies where changes can be made from behind closed doors in a subtle fashion, while others prefer those that place them on the front line with individuals who have the same goal as them. The strategies employed by the Black Panther Party during their revolutionary movement aided in the success of having their demands be heard. They used methods that made their demands clear and acted in ways that left no room mediocrity. Although the opinion of those behind the idea is debatable, the success of the movement as a whole is not. The Black Panthers served as a voice for many and brought the issues surrounding race to the forefront of the communities. The first strategy that aided in the success of the Black Panther Party was the changing of their presence and appearance within their own communities. Behind the physical changes made by the Panthers, were planned and calculated efforts to redefine the image of the Black body, and to garner attention while doing so. During the formation of the Party, early members decided on a uniform that they thought would demand respect: black pants, black leather jackets and gloves, black berets, and later dark sunglasses.
As a part of a greater plan, their uniform came to represent organization, unity and black consciousness and pride, and as a result, it served as a political and organizing tool (Meister XXX). The Black Panther Party first became active in October 1966, by implementing police monitoring patrols within Black Communities. The movement was started during a period that Huey Newton referred to as Black Invisibility, which when simply put, is the absence of whiteness and its concomitants of full personhood and full ownership of rights and privileges (Meister XXX). Segregation had a heavy influence on societal functioning throughout the sixties’, and in a contradictory fashion, governmental neglect coupled with the targeting of police-sanctioned violence resulted in Black males becoming invisible and hyper-visible at once.
In an attempt to stop the dehumanizing treatment of Blacks by police within their own communities, Panthers would conduct armed police patrols, where they would follow police cars in order to prevent them from harassing community residents in the streets (Meister XXX). During encounters with police, members would often express their knowledge of the law as a means of educating the Black community about their rights as citizens, separate from the police. Eventually, the Panthers began to establish themselves as the community authority in regards to fighting the ill-treatment and oppression of blacks, all while the number of Party members was growing. The decision to employ a uniform that rejected the definitions of beauty defined by those outside of their community represented much more than fashion.
It was a celebration of Black self-love, and when combined with the confidence to stand up to those in power, these strategies made their message clear. The Black Panther Party members fought to set a new standard for the way society viewed those of the Black communities, and this acted as a magnet for support. As their numbers grew, so did the attention they received. The Panthers’ were now established, and this quick response in growth proved that they were addressing the struggles felt by the majority of the people. Following in the path of revolutionary intercommunalism, the second strategy employed by the Black Panther Party, was the implementing of their community service, or survival programs. In late 1968, the Black Panthers established their survival programs, as a means of developing the necessary institutions within their communities, to help individuals meet their basic needs (Meister XXX).
The goal was self-sufficient communities, where they could survive outside of the government systems. Free Breakfast for Schoolchildren, was the best – known program and is only one of nearly 60 programs sponsored by the Black Panther Party (Hilliard XXXX). Other programs included care in regards to schools, adult education, and childcare; medical care, medical research, and ambulance services; cooperative housing; employment assistance; free shoes and clothing; free plumbing, home maintenance, and pest control; and protective escort for the elderly (Pope, Flanigan XXX). As a collective, the goal was to meet the needs of the people, until they were able to change social conditions that made it harder for people to afford necessities and desires. Children quickly became the focus of these survival programs, and by the early seventies’, these programs had become the dominant focus of party activities.
The Panther’s believed that children were the future of the revolution, and by focusing on them, the Panthers were able to sensationalize the issues surrounding poor and malnutrition, hunger, and lack of health care within Black communities. Similarly, by focusing on the children, they were able to successfully shine light onto the continuous cycle of poverty caused by institutional racism. Namely, children who grow up on welfare, ill-clothed and malnourished, receive poor educations and are therefore exempt from successful jobs, keeping them dependent upon welfare. When taken together, the Panthers’ survival programs were all strategically used as an effort to expose the ills of society. Each survival program, respective to itself, successfully focused attention on the injustices against Blacks in every aspect of society. At the time, every daily practice of a functioning society aimed to uphold white power while simultaneously revealing the lesser quality of humanity assigned to Blacks. Because of this, the Panthers were able to finally put the idea of white supremacy into perspective, which provided them the justification to make a moral claim for change. The need to revolutionize American society was necessary.
By exposing the faults and inadequacy of society, the Panthers were able to present themselves in a new light, while proving to their own that they were also able to provide. The last strategy used by the Black Panther Party that ought to be discussed, was the act of aggravation. As previously confirmed by Newton, the Panthers’ through their labeling, actions, and rhetoric, put forth a deliberate effort to provoke the government’s response, in hopes that it would publicly delegitimize itself (Meister XXX). By provoking the government and its forces, the Panthers’ had hoped to expose their true traits. The Panthers believed that that the daily functioning of the government was not only systemically racist but that it also displayed violence in an unjustifiable manner that should question the legitimacy of the government itself. With this, came the notion that violence backed by racism also threatened the existence of Blacks, and thus, could only be met by violence in the name of revolution for the people.
For the Panthers’ violence was not an act of aggression, but more so an act of self-defense. As expected, this defense was aimed at those that acted in violence against Blacks, who at the time happened to be the police. Self-defense often meant provocation, and this was now evident during earlier mentioned armed police patrols. The limits of this strategy became evident only when Newton was left injured and a policeman, dead, after a nightly encounter where there was no witness (Meister XXX). After that incident, the Party often staged armed confrontations for the purpose of provoking violent responses from the police, while ensuring public attention. As the conflict between the Party and the police grew, it became clear that the violence against them was more so a result of their rhetoric rather than aggression on their part.
Although not directly provoked, most instances of violence were initiated by police due to non – aggressive activities and made it evident that the violence aimed towards the Party was due solely to them exposing the systemic racism. The best – known example of this escalation, is the image of Bobby Seale, chained to a chair and gagged in a courtroom, as a result of his determination to defend himself before a judge. In hindsight, the ultimate goal was always to provoke the government as a means of exposing them. By exaggerating the threat against nonwhites worldwide, the Panthers were able to gather enough support to submit an appeal for the charge of genocide to the United Nations, against the U.S. government. However, in true Panther fashion, the charge of genocide was also an exaggerated catchphrase, as their main goal was solely to petition for the placement of sanctions against the United States (Meister XXX).
Similarly, to previous strategies, by exposing the violence against minorities associated with the U.S. government, the Panthers were able to draw attention and support on a global scale while successfully proving the government to be unfit to rule over a minority based society. Although many saw this as their most productive strategy, it was this strategy that eventually led to, the FBI deeming the Black Panthers as a communist organization and an enemy of the U.S. government (Duncan). Because of this, many new and existing law enforcement agencies began the process of discrediting all persons and activities involved with the Black Panther Party, and any other organization whom they considered to be against the US government. This along with many other actions of the FBI, including infiltrations, eventually led to the party’s demise. However, that does not negate the success of the movement as a whole.
The Black Panthers’ were one of the largest revolutionary movements of their time. Although the writings of history appear to present violence as their only achievement, a review of their strategies makes their success evident. When the movement formed, the ultimate goal of the Panthers was to obtain the same rights for Blacks as the rest of society, and time alone may be the only reason that they were unable to achieve that. Unfortunately, most central problems outlived them and the fact that we still need to make it known today, that Black lives matter shows this. On a smaller scale, and during their active time of protest, the Panthers followed a calculated plan that was set to establish Blacks in a different light, while exposing the true violence and racism associated with the U.S., societies. The Panthers were able to successfully change the image surrounding Blacks, shine a light on the police brutality targeted towards Blacks, create self – sustaining communities that were separate from the state, and most importantly, expose and prove the U.S. government as the unfit and violent racists that they were.
The Panthers recognized the need for a long-term solution on many issues and thus, helped organize and move the Civil Rights Movement forward to accomplish many different things. The Black Panther Party stood for many on a global scale, who were either too afraid or unable to speak for themselves, while simultaneously setting the stage for most movements that followed. Debatably, success as a whole is often seen as a matter of opinion, and in the case of the Black Panther Party, it is the unpopular opinion to associate their success with anything other than violence. However, regardless of ones’ opinion, if the success of the movement is based solely on things they were able to achieve, it is hard to believe that with time, the movement’s ultimate goal couldn’t have been met.

The British Treasury, on average, spent twenty million pounds a month during the first year of the war. If they were to keep that as a constant rate of spending, then the entire reserve would have been completely depleted by 1943. In 1938, the gold stock in this British Reserves amounted to 800 million pounds, but just a year later, 300 million pounds were spent on the importation of weapons through the cash and carry provision. By fighting this war without the United States or Soviet Union, John Maynard Keynes, the British financial advisor, believed that the British fighting the war without the United States and the Soviet Union, was an economic disaster waiting to happen. The British were in over their heads as it was fiscally impossible to decrease their consumption and mass convert all of their production to wartime goods only, thus it made them relay on the exports produced in the United States. Once France fell in 1940, Britain realized how much they were economically wearing thing. With the Battle of Britain and the campaigning in Africa, their naval fleet was also thinning, which a detrimental to the expansive empire as they were once known for the largest Navy.
People of Congress and Parliament sought the Battle of Britain as the capitulation of the British Empire being inescapable, but Roosevelt remained firm in the demands to help the men fighting this world war. Within Roosevelt’s annual State of the Union Address, he stressed to Congress and the US public for a change in the isolationist ideas the Neutrality Acts of the 1930s promote to an internationalist perspective. Following the news of risk of British bankruptcy, President Roosevelt enacted a legislations called “Destroyers for Bases” to trade Great Britain old World War I destroyers for 99 year leases on army bases in British colonies. It may have pushed the limits of the neutrality acts, but technically still allowed since they trade material goods and still receive something of monetary value in return. This allowed American Imperialism to flourish as they had the capability to expand their rule internationally, while the British Empire shrunk in size. With the victory of the Battle of Britain, it was time for the United States to relinquish more of the neutrality act provisions and create a long-time initiative to help with the war.
The Germans have access to any resources and munitions they could get as many countries in Eastern Europe were under their occupation. Third Joint Secretary of the Treasurer, Sir Frederick Phillips, was sent from Britain to the United States to discuss in further detail a solution to the supply problem and a potential dollar loan. The dollar loan was shut down in Congress as it would repeal an act called the Johnson Act were no loans were to be made as the Congress did not want to see what happened after the First World War because of the mass American war debts. Cordell Hull, US Secretary of State, urged Sir Phillips to come up with British collateral to help urged the Congress to act upon the introduction of a new program to succeed “Cash and Carry” and the “Destroyer for Bases.” Alas, the British had already sold off most of their easily liquidated assets and did not have much to give as their market grew more depressed. In early January of 1941, a draft of the Lend-Lease Bill went before Congress to seek approval.
The Lend-Lease Act became a critical aspect of war as it provided provisions “to sell, transfer title to, exchange, lease, lend, or otherwise dispose of… any defense article… for the government of any country whose defense the President deems vital to the defense of the United States.” The United States did not only give tanks or arms, but also food and wiring for radios and telephones. These articles were to be delivered back to the United States once war ended, but many of the resources would not return. To maximize their return on investments, the United States gained leases to military bases on the Allied Nations. This act lead a great portion of the United States’ economy to be materialized and shipped off overseas, while their Allied nations were hit by the casualties of the physical war. Other countries who received aid through the act included the United States’ enemy of the Cold War, the Soviet Union.
Prior to the Lend-Lease, the United States enacted a “moral embargo”on the Soviet Union as they sign non-aggression pact with Nazi Germany. Roosevelt knew the greater threat to the world order was not the Soviet Union, but Nazi Germany. With the enactment of the Lend-Lease, Roosevelt cooperated with the Soviet Union and provided oil tankers and other locomotives to the Soviet Union to modernize their railroad system since their military was inferior with what little resources they had possessed. With this modernization of the railroad system, the USSR troops were able to mobilize at a more rapid pace in comparison to what it was at the start of the war. Nikita Khrushchev, who was the military commissioner during the war, made note of the significance of the Lend-Lease to their military and victory against the Nazi Germany. The Lend-Lease Act contributed fifty billion dollars in aid with the British receiving over thirty billion dollars of it.
This was over eleven percent of the United States’ wartime expenditure. Through the Reverse Lend-Lease,the renting of military bases, the United States gained 6.8 billion dollars from the British and their commonwealth countries. The notable economist, Eugene Staley, recognized the favoritism the militarily strategic act had towards the global dominance of United States in comparison to the British who were limited due to their acceptance of the wartime aid in his article, The Economic Implications of Lend-Lease. In Professor Michael Hudson’s book, Super Imperialism: The Origin and Fundamentals of U.S. World Dominance, he assures this point as President Roosevelt was aware that the Lend-Lease would grant the United States economic superiority over Great Britain, as the British war assets surmounted their financial holdings, thus the start of the British Empire began to crumble under the economic despair. Without the Lend-Lease Program, the British and Soviet Union would have fallen under the Fascist reigns of Nazi Germany.
The United States saved the Second World War through their economic generosity. Also, it would not allow the United States the ability to have a European campaign to join the warfront as a strategic partnership with the United Kingdom. With President Roosevelt’s untimely death in April 1945, Vice President Harry Truman was immediately sworn into office and put in the position to end the war victoriously. One of the first initiatives under the Truman Administration was revokement of the Lend-Lease Act. With war nearing the end, President Truman and Congress sought to limit the support from the act. The one issue was Section 3c, amended in 1944, which the President held the authority to exercise their executive powers to continue aid after wartime in order to carry out the complete contract. Congress, with the backing of the President, devised a new amendment in April of 1945 revoking Section 3c’s terms by stating that the President shall not carry out any contract that required the United States to grant aid to countries for postwar relief or postwar rehabilitation as it is no longer a necessity for the United States’ defense.
Countries under a Lend-Lease contract, like Great Britain, now had to be further screened and require cash payments for the goods that were being still in production and transported before the end of the war. The termination of the Lend-Lease in 1945 on VE Day marked the end of World War II and then end of aid from the United States. Great Britain, who was now economically relient on the United States, was forced scrap numerous domestic postwar plans since their financial safety net throughout most of the Second World War broke. Two years prior to this abrupt end of aid, the British Ambassador to the United States, Lord Halifax, gave a speech at Purdue University about the future United States post war financial support for British reconstruction by stating, “I should think little of a man of great riches who had no sense of responsibility to his community and was purely self-indulgent...The same law goes for great nations”, so when the act ended, it completely blindsided the British.
Within a month after the act end, John Maynard Keynes and Lord Halifax, the corresponding British economic advisors, went in front of Congress to ask for postwar aid and received little sympathy after the war as Truman believed that the Lend-Lease was solely a weapon for war. This miscommunications between countries was a result of the changing of political parties and the leaders. The financial inferiority of England to their former colony was apparent, but the British Parliament believed the Anglo-American diplomatic partnership made Britain relevant within the postwar era. With the Labour Party leader, Clement Attlee, succeeding Churchill as the Prime Minister in the 1945, talks of Britain becoming a Welfare State needed financial backing since the British Funds lacked the means to reconstruct the government. Economic solutions, like increasing British exports, were presented to Parliament, but very few were feasible as the country was indebted to many countries they once traded with. John Maynard Keynes argued to Parliament that Great Britain ratify an agreement with the United States for economic assistance in the form of a grant. He was confident in his plan to secure enough aid to suffice until production levels in Britain were back to pre war levels.
Keynes and his colleague Lord Halifax, assumed that their fight and role in the beginning of the Second World War granted them compensation in their time of need. He felt the no need to accept anything less than the six billion dollars grant-in-aid or an interest-free loan as he assured the equality of sacrifice balanced out. In September 1945, Keynes arrived to Washington D.C to seek a settlement on the British’s Lend-Lease accounts and to present the new inquiry of American aid. Keynes made the case that if the United States did not help, then the British would have to resort to maintaining their wartime controls and bilateral trading in opposed to the mutual interests of a multilateral trade agreement. Keynes and Halifax spent three days under the scrutiny of the United States Federal Reserve going into detail of the British funds and how truly of an economic crisis Great Britain faced.
Keynes was under strict instructions from Parliament to secure the grant-in-aid, but when telegrams were made to the British Cabinet, they were infuriated that such negotiations were taking place. On October 18th, 1945,William Clayton, Assistant Secretary of State for Economic Affairs, proposed to the British representatives a five billion dollar loan with two percent interest over a half a century. The Parliament collectively declined the offer immediately as they still were eager for that interest-free loan. (EXPLAIN THE FINAL NEGOTIATIONS OF THE AGREEMENT) The Anglo-American financial negotiations had drawbacks that the Conservative Party in Parliament did not agree with. Winston Churchill, the new Leader of the Opposition, believed the loan would hinder Britain's imperialistic spirits and their relationships with their colonies. Winston Churchill urged his party to abstain from the vote. Seventy-nine members of Parliaments ignored his request and seventy-one voted “no” towards the loan negotiations. Conservatives saw right through the American’s true motives for the loan.
By accepting the loan, America’s economy would flourish as the loan ensured that Great Britain and her colonies would buy enormous amounts of manufactured goods. A Conservative critic of the loan negotiations was Former Secretary of State for Burma and India, Leopold Amery. Amery published The Washington Loan Agreements: A Critical Study of American Economic Foreign Policy, where he outlines the sterling-dollar convertibility, proposed in the loan agreement, is dated and causes the British to lose control of their own currency within the markets furthering the American economic control over the British monetary policies. Prime Minister Attlee and most of the Labour party agreed with the loan as it financially secured their blueprints for their domestic policies, but they too had their suspicions about their imperial power within global affairs. Attlee and his officials urged Parliament to consider the loan as the Labour Party fears the blame of an economic depression like the one after the First World War.

The Army Values and Resilience
In this essay, I am going to reflect on the importance of being Resilient in the Army and a servant leader. The information that I have learned at this Basic Leadership Course (BLC) and my own personal experiences continue to set me up for success. The environment the Army has been in for many years is a staple for being resilient. Over the past two decades, the conflicts we have fought and continue to fight have created resilient leaders. Going back to my unit I plan to continue the Army’s initiative to build resilient soldiers. As a resilient leader, it will also play into other aspects of how I will lead my soldiers. To build resilient leaders, there must also be servant-leadership involved. Here is a little back story into how I have utilized resiliency to complete my mission of graduating BLC.
Sometimes obstacles are placed in front of you. Usually, there are two choices that must be made. You either give up or you continue to fight. That is what I have done. It started with my son having issues with his heart before leaving. I sat down with my husband and decided since nothing was emergent I should go ahead and go to BLC. Two days after getting to BLC I received news the older brother had been in an accident. He lost his right hand. Still, I knew there was nothing I could do for him at home. I made the choice once again to continue my mission of completing BLC. A week before graduation I got a call from my older sister that my grandmother had been rushed to the hospital. She was on a machine to keep her alive and they needed to decide to let her go. I knew once again there was nothing I could do from here. With only a week until the course is over I knew once again, keep pushing forward and complete the mission.
Resiliency can be seen in everything that went on here at BLC. I had the issues back home but I also had the stress of passing the course. Even though my home life was falling apart I pushed it to the right. I focused on the task in front of me and completed it. As each obstacle was placed in my way I had to sit back and think can I do anything now about it? I knew that if the answer was no, I needed to focus on the course work in front of me. That is what I did. With the knowledge and firsthand experience, I can now take this back to my unit. I can teach my soldiers the tools that I used to keep pushing forward. Keep pushing through adversity no matter what kind it was. Teaching resiliency is not just telling your soldiers to “drink water and drive on”. It is being able to connect with them.
The tools learned at BLC to become more of a servant-leader allows me to better connect with my soldiers. In the servant-leadership characteristics, I relate to “commitment to the growth of people” (Servant Leadership, e.d.) most. I have seen great leader who have utilized this characteristic throughout my career. I did not see that amongst my peers as I have seen in the past. Going forward I will utilize this characteristic to the best of my ability. I believe you are only as good as the weakest person amongst you. As a leader, I commit to the growth of my subordinates. They should not have to do it alone. A tree does not just grow on its own. It must have food, water, and sunlight. I will be the food, or any other element to help the growth of my soldiers.
In conclusion, BLC has been a growing experience for me. It has taught me resilience and servant-leadership. The Army teaches resilience because of the way it has worked over the past two decades. It will continue to instill and teach me about resiliency. I will continue to find new ways to stay resilient and get the mission accomplished. I will do this by utilizing characteristics from being a servant-leader. Strength for myself and my soldiers starts with the mind.

Global Combat Support System for Army Values
The Global Combat Support System is a web-based automated logistics system used by the U.S Army. This system will help aid the commanders as they plan, provide for, the material requirements for combat support. Global Combat Support System will meet the Soldier’s needs for responsive support at the right place and time. It will improve the commander’s situational awareness with accurate and sensitive information. This system replaced five logistics systems in tactical units and will establish an interface and integration with joint systems. In this paper, we are going to cover the way the Global Combat Support System is making an impact on the Army as a whole, next we are going to talk about how it helps the individual Soldier improve as a whole, last we will discuss the way it is making the maintenance system better and more comfortable for the commander to track. The Global Combat Support System is a joint military system that helps soldiers improve their jobs.
First, at the unit level, the Global Combat Support System is making a huge impact. The system is an information system that is being used to track the company’s property accountability books, supplies, and managing maintenance. This system will help companies be able to order more and track more information. Commanders will be able to anticipate, allocate, and synchronize the flow of resources. The Global Combat Support System has many roles that are based on military occupation and leadership roles. The commander has the right to view multiple transactions in their organization and will be able to delegate the role to other people, such as the executive officer. The motor sergeant has a different purpose than everyone else. The only thing they will be able to do is to write several maintenance functions. With everything being online makes it easier for the maintenance problems to be tracked at the Battalion level. Therefore, the Battalion leadership can have a better understanding of what level our firepower your company is and where it needs to improve. So they do not try to send a unit to support another unit when they do not have enough full mission capable vehicles to complete the mission.
Second, there are many ways that the Global Combat Support System helps the individual Soldier. The first thing that it allows Soldiers with is helping be able to dispatch vehicles—making a straightforward system for the clerk to go online and dispatch the vehicles—letting the commander go online to approve them and print them out. This system also allows the clerk that is dispatching the vehicle a straightforward way to make sure that the operator is licensed on that vehicle. This system makes for an easy way for master drivers to add new vehicles to Soldiers Military licenses. The second most significant impact comes to the supply personal. With supply having to manage the commander's property book, it is essential to keep it the most up to date as possible. Global Combat Support Systems makes ordering supplies much more natural to supply personal in ways that they have taken older systems and combined them. Once orders are placed, it will allow the order to flow through different individuals before it is approved. The best part about this system is that once your order has been accepted and is fully placed. The supply sergeant can track the order all the way up until it gets to the supply support activity for pickup. Another thing that the system will help with is that it will produce turn in forms for anything that the supply sergeant would want to turn in—making them not have to create them and go to turn something in and find out that the form was filled out wrong. This system is just making it impossible for induvial Soldiers to make mistakes that can be avoided by small mistakes.
Finally, maintenance is improving all across the board due to the impact that the Global Combat Support System is making. Being mission capable starts with maintenance and is vital to unit readiness. The Global Combat Support system allows the chain on command to pull status reports as often as they want to check the equipment status reports. The equipment status report will provide the commanders with data about pieces of equipment and the status of the parts on order. The Global Combat Support System will let commanders see the history of the parts that have been ordered on a particular vehicle in the past and if it is always the same part going wrong with the same model vehicle. When the commander or the executive officer uses this system, they can determine the dead lining faults and the estimated ship date of the repair parts. They can even see where the incoming part is coming from. Also, they can pull the past service records for the vehicles off of this system. Therefore, they will have a better understanding of how the part is going to get here and can make sure that the operator of that vehicle and mechanic is ready to install the part when it comes in. Making sure the vehicle is not dead lined longer than it needs to be.
- In conclusion, the Global Combat Support System is making a significant impact on the Army as a whole. This essay provided you with information on what it is improving and how it is doing so. We talked about how it is tracking the company’s property books and how it is making it easier for them to manage everything in those companies. Then we talked about how this Global Combat Support System is making the job of the individual Soldier easier and making them be able to accomplish their job in a timely manner. Last we talked about how the system is making the Army maintenance system more efficient and making it easier for the commanders to get their vehicles fully mission ready. The Global Combat Support System is a very organized system that will improve the Army as a whole and all the down to the Soldier level.

Soldiers have Needs and Values
How to be the change that your unit needs. Toxic leadership has become an acceptable norm in today’s culture. We need a change of culture in leadership. Many people have lost hope in their leadership, doubting that their leadership has their best interest in mind. This is also a problem in the Army, the leadership attributes have been forgotten by leaders who have reached a state of stagnancy, comfortable with where they are at. The change we need will not come from reforms from the Army or senior leadership but from you raising the next generation of NCOs and teaching them to raise the next. Although it may seem impossible, it can be done if we get back to our basics, the Army leadership attributes, which are character, intellect, and presence. With these characteristics, we can make small changes in our units that may seem inconsequential, but in reality, will affect the Army as a whole. So how does one become the change his or her unit needs? We can start with character. Character is defined by the Oxford dictionary as “The mental and moral qualities distinctive to an individual”.
Character like leadership distinguishes us from others, it gives us a sense of responsibility that is needed for leadership positions. It is the foundation of leadership. Abraham Lincoln once said “Character is like a tree and reputation like a shadow. The shadow is what we think of it; the tree is the real thing”. From George Washington to Martin Luther King jr. great leaders were people of character. It is a greatness that overcomes the adversity in this world, something that sees the wrong in the world and doesn’t give up but fights and rights the wrong. Instilling this into our Soldiers will give them the tools to rise above themselves and the world around them. Character is an attitude that puts others first, considering others and their needs instead of your own. At the same time, it gives us the discipline to better ourselves and take care of ourselves so that we can better others and take care of others. It understands the value of others as well as themselves. Soldiers who are taught their worth take care of themselves to take care of others. Our Soldiers need to know that they can rely on us, that they can trust us. When they see our character we show them that they can trust us and that we will be there for them.
Which brings us to our next attribute, presence. As stated before presence is being there for your Soldiers. Soldiers have needs, being present is being available to them and being approachable. It is being someone they can comfortably bring their issues to. Being present is building healthy relationships inside and outside work and being a positive and active part of their lives. This shows that you care for them and when they see that you care for them, they will start to care. Theodore Roosevelt said, “Nobody cares how much you know, until they know how much you care”. By caring Soldiers let us into their lives allowing us to become mentors. As mentors, we set the standard for them by leading by example. We can’t just tell them who they need to be as leaders, we have to show them. We have to show them we care and we have to show them we are competent and knowledgeable in our profession. If we don’t know what we are talking about or what we are doing how can we be an example to them? This is why we need intellect, the third attribute. We can be trustworthy, take care of them and be there for them but to mentor instead of just a good Samaritan we need intellect. With intellect we can have confidence in ourselves, knowing that we are competent and understand what is going on and how to deal with it. It is gained by learning new things and past experiences.
We experience and learn by being humble and knowing that we don’t know everything. Then we push ourselves to be better, find opportunities to learn and place yourself in it. We are always learning and we are always learning from others whether we know it or not. With this knowledge, we can make critical decisions and tackle the problems that come to us and our Soldiers. Intellect is also about knowing your Soldiers. To care for them we need to know what is going on in their lives and know how they will react to them so we can take care of them. Healthy relationships come from knowing each other with no one hiding something from each other. It is also important to know your soldiers so that you can know their strengths and weaknesses so that you know how they work and who is best fitted for the different parts of the team. When intellect is tied into the other attributes we can teach our soldiers and teach them how to teach. This is how we can bring change to our unit. We may not have the rank to change those above us, but we can change those we were given responsibility over. As we continue to develop them, we change the entire culture. The next leaders will be Soldiers of strong moral character who will be there for their Soldiers and are competent and knowledgeable. This is because they will have us to guide them. We will be the cultural shift that will make the Army better

The Noncommissioned officer 2020 strategy is a strategy that provides the vision and the guidance needed by the NCOs to prepare themselves regarding the challenges of the uncertain future. The strategy is significantly important in providing ways that will provide tools to help the development of all NCOs. US Army leads the training and doctrine commands. To begin with, it changes the noncommissioned officer education system and changes it into Noncommission professional development system. The strategy aims at Mitigating the challenges of the 21st century that NCOs like myself are likely to encounter. The strategy should be able to analyze the current environmental conditions and address issues and problems affecting a lot of NOCs current.
The NCOs will need to prepare and learn how to handle the new challenges that they might get their self into. I believe that if the corps don’t prepare themselves, then they will have a very hard time addressing new and emerging issues. The preparation of the corps can help them to handle and mitigate some of these challenges, is a matter of exigency. In regard the strategy developed aims at educating the officers on the changes and the revolutionized noncommissioned education system. This has been a big change in the noncommissioned officer profession development system. In regards the system will tend to link training and the relevant experiences that will be a big play for officers and noncommissioned officer.
The NCO 2020 strategy falls into three distinct lines. These three lines of effort are majorly development, talent management and lastly, stewardship of the profession. The strategy tries to develop leaders through various processes. I have been able to understand the development process more clearly since it encompasses training, education, and experience to the NCOs throughout the life cycle of the Soldiers. This process is vital to Soldiers understand the rudiments of a Soldier's life and be able to respond during any challenges. I think that this first process is very important for the Soldiers as it training them with the necessary skills to overcome different challenges that they will face.
The other aspect that is crucial in the strategy is talent management. I believe that talent management is important, Solders will be able to utilize their strengths and talents to benefit the Army. However, the Army identifies the talents and skills, to ensure that the Soldiers are well-equipped for the challenges that they are likely to face with in the 21st century. The career management field plays a vital role in leadership development required for the Soldiers. I believe that the adoption of development positions, opportunities and assignments play a major role in talent development. This enhances the leadership qualities of Soldiers.
Stewardship of the profession is critical in building trust and loyalty to the Army while adhering to the tenets of professionalism. I believe that stewardship of the professions makes the Soldiers to be more disciplined, and they don’t violate the laid-out rules of the military. Stewardship is vital to inculcate trust to the Soldier. I believe that stewardship constantly improves the military expertise of the Soldiers involved. I can see that stewardship helps the Soldiers to serve diligently and makes them to be dedicated to the course of defending the country and serving at the pleasure of their leaders in the Army.
In conclusion, the strategy developed is vital to help Soldiers be able to anticipate how to tackle various problems affecting them in the 21st century. Proper training in the methodological approach to apply is crucial to them, so they can tackle these problems. The Noncommissioned officer 2020 strategy is vital as it documents the guidance and the planning aspects necessary for mitigating challenges in the 21st century. The strategy falls into three distinct lines which are paramount for the success of the strategy. These include development, talent management and stewardship of the profession.

Army Values and its Functions
The Army apply different old and new strategies to form hierarchy. There are strict rules, policies and regulations for the Army and its officers. Customs and Courtesies are significant to manage army and its functions. Army established 7 core values, that every soldier need to obey then during and off duty. The standard of military hierarchy customs and courtesies is what a leader need to show with his junior to enhance motivation, moral and effort. They assist in defining the essence of professionalism within the Army, instilling discipline among subordinates and additionally giving respect to superiors. Chain of Command A chain of commands is a continuous chain of power that links all the people in an organization, indicating the reporting relationship between people. The principle of hierarchy is that the chain of commands in an organization should include all personnel.
The chain of command affects the communication between the superior and the subordinate in the organization. It allows work to flow smoothly in that issues that can be solved by commands lower in this chain is done as such. So that those higher in the chain who may have more important issues to deal with aren't constantly having to deal with everyone's issues at the lower level which can be solved by those superiors in the lower levels of the chain of command. Grade Grades are formed for determine pay scale like from 0 to 10. The military has specific terminology to represent authority and duty, depending on that branch. Grade is what category someone's rank falls under. As even though there is 3 ranking positions in the grade E-9, they are all paid the same.
Rank is important as it built one of the basic backbones of military. Rank is the hierarchy of position. Army divide its enlisted ranks in 13 ranks from E-1 to E9S. it is as important as chain of command and provide link among low to high ranking soldiers. It is more so seniority as not only time but the overall work ethic of individuals determines someone gaining rank. As one gains rank they generally go higher up in the chain of command as well as earn a higher degree of deserved and expected respect. Position Position denotes to power and it is usually correlated to rank, military courtesy is considerate conduct to all ranks from high to low as well as for lower ranks(usually) if put in a position of a normally higher rank. Your position is more or less where you are put to do a specific job different from responsibilities required from an individual by their rank.

The Government and the Army
The purpose of this essay is to expose contemporary challenges facing the operations of the Army. The Army handles protecting civilians from any situation that would lead to catastrophic consequences for example protection from acts of war or terror attacks. Although this does not always mean civilians will always be safe and protected wherever they may live. Over the years there been cases of terror attacks not only in the United States but across the global. Lots of lives have been lost following these attacks by terror groups whose main aim is to cause harm and distress amongst civilians.
The increased number of acts of terror however could only led one to wonder, what is the government in conjunction with Army doing to ensure that innocent civilians are not subjected to these acts of terror? What measures are in place by the Army to see a significant reduction in terror attacks locally? The Army as well as the government is facing great scrutiny following the rise in terror cases. This is because the government sets aside a huge lump sum of money in the annual budget to be used to better the country’s defense. So, what exactly happens to the multiple of billions the government is said to reserve towards the country’s defense? Billions of dollars are being pumped into military programs and many of the times result into negative results flashing down tax payers’ resources and usually still left with the problem they were trying to solve still an issue needing a solution.
At the end of the day one is left to ask themselves who is always to be blamed for the slacking efforts of the systems set in place to ensure our protection? Do we blame the government? Or maybe we should blame Army itself for not fulfilling its obligations to the civilians? Well below we look at how the operations of the Army are facing various challenges that is keeping it from fulfilling its goals.
I remember it was not long ago during the Manchester Arena bombing incident where a suicide bomber detonated a homemade bomb as people left a pop culture music concert. The attack saw twenty-two innocent civilians lose their lives leaving hundreds injured. The attack left the whole world shook and as usual raising doubt over what law enforcement agencies as well the government was doing to curb terrorism. It was not until after the attack had taken place when investigation was commenced.
Research has it that the government pumps billions of dollars in tax payer revenue into the betterment of their communications programs. These programs are believed to help the Army to pick up valuable Intel that is supposed to help them as they carry out their missions (O’Connor, 2017). These programs are meant to help law enforcement learn about crimes even before they happen so as they can be able to counter these acts of terror without risk of losing any civilian lives.
The concept behind the programs sound like a great initiative of course but it is the actual development of these programs that has proven to be rather challenging deliver an actual flawless system. Despite huge budgetary allocations by the government for the Army to deliver on proposed programs, there have been reports of failed communications programs from the military (O’Connor, 2017). This only means that billions of resources are being misused while as a nation we are still left with the problem the government was trying to solve only a few couple of dollars short.
There have also been cases reported where operatives complaining of flawed Intel coming from the systems the military have in place. This flawed Intel may at times prove costly to the operatives as they may result into failed missions. There have been cries from these operatives asking the pentagon to review the systems put in place but have in most times fallen off deaf ears (O'connor, 2017). The government really needs to review their policies on how to combat terror and need to focus on the development of a program that would see a significant drop in terror attacks.
Having a flawed communication program is far from the last challenge facing the Army today. As much as the entire military system as well as the government is to blame for short comings of the Army it is also important to shed light on some of the leadership functionalities and how they are also to blame for the failures of the Army. The military is one of the country’s most delicate institutions. With this established then it is of high importance that military leaders be well equipped and able to handle any situation presented to them with ease.
There have been reports which might showed that some of the appointed military leaders were inexperienced and lacked the qualities needed to meet the criteria of a military leader (Xu, Chen, & Xu, 2018). This may prove costly as some positions occupied by these individuals need a specific skill set. If the government can sign off on the appointment of unqualified individuals to take lead of our armed forces, then that can only be classified as a recipe for disaster. The government needs to scrutinize all appointments made by the Army to make sure the perfect man is handed the job. This will in return lead to better results and outcomes significantly reducing probability of failure.
Over the years there have been claims that the military and armed forces have been recruiting and training unqualified soldiers. There have also been claims where a few individuals were recruited in to the Army after offering bribes to recruiting officers (Brooks and Greenberg, 2018). The recruitment process ought to be based on one’s own merit and qualification. This will only lead into growth of a fully functional and qualified military system therefore meeting aims set in place by the government in ensuring the safety of a nation and its civilians.
The recruited soldiers however need proper training so as they can take on whatever challenge being a soldier throws their way (Brooks and Greenberg, 2018). This proper training will also come in handy as the soldiers rise amongst ranks and eventually reach leadership positions. The extensive training will in the long run ensure that the soldiers are up to the task of supplying peace and harmony in the land.
In conclusion the government and the Army have a long way to go to ride the nation and its environs are crime and terror free. Before they go ahead and start programs, looking into how they could work to solve foreign as well as domestic challenges they would first consider looking at the flaws they face. After all, charity does begin at home.

Effects of Joining the Army
Even with the U.S. Army being established on June 14, 1775, many Americans are unaware that the U.S. Army is the oldest, most traditional branch of the military. The Army more to offer the young men and women of society now than it did Two Hundred and Forty-Four years ago. As a recruiter it is my job to show our future soldiers the benefits of joining the Army; from free medical care to cash bonuses. Many college students have to take out student loans after student loans, but most also have to work part-time or even full-time jobs to go to college. These issues can compound by taking an associate degree four years to complete versus the standard two years. Upon joining the Army, young Americans are given the post 9/11 GI Bill to be used at the completion of their contact. This GI Bill allows individuals to attend college without having to worry about tuition costs, but it also gives them a book stipend and a monthly housing allowance. Not only is there the post 9/11 GI Bill option, but while on active duty or reserve, you can take advantage of the tuition assistance program.
The Post 9/11 GI Bill covers one hundred percent of tuition costs, but there are effects to it. The GI Bill only covers everything one hundred percent for thirty-six months. When using the tuition assistance program, you are working full-time, and it only provides $4000 a year towards further education. You also have your typical day to day work as well as going to school, mainly night school. There are days that you may need to miss class because of pulling staff duty which is a twenty-four-hour shift of work, which may affect your grades.
The Army not only provides free healthcare to soldiers but also their families. Healthcare insurance is very expensive, and you still have to pay out of pocket expenses from co-pays to prescription drug cost. With the Army, everything is covered, but there are some small drawbacks. Military installations have large amounts of people with few doctors. This causes most commands to have remedial training for personnel that miss appointments. Not only does this cost taxpayers money, but it also causes soldiers to miss necessary appointments. So even though the healthcare is free, you often have to wait prolonged periods of time for an appointment. Urgent care clinic referrals are needed to cover the number of daily appointments due to the number of doctors on military installations. These referrals are given to soldiers and their families thru the military insurance company called Tricare.
When joining the military, you take the armed service vocational aptitude battery test also known as the ASVAB to see what skills you are most reliable at. This test is meant to show the military your trainability in deferent career fields. The higher your score is on the ASVAB, the more job become available to you. Jobs in the Army range from infantryman that everyone sees in most movies to the unknown jobs like combat documentation/production specialist, better known as combat camera as they take pictures of things throughout the Army. For now, there are about one hundred and ninety jobs in the Army, but only about one hundred and fifty are considered entry-level positions. When joining the Army, if you choose one of the high demand jobs, you will most likely receive a signing bonus of some kind. After receiving the enlistment bonus money, you are required to complete the initial contract for that bonus. If for any reason you are unable to complete the required enlistment time you will be required to repay that bonus. Sometimes soldiers that are discharged from the army for misconduct have to compensate thousands of dollars back to the government.
With all the benefits of joining the Army you must also consider the drawbacks. Not everyone is one is fit for the Army. Actually, only about 3/10 youth can qualify to enter, because of many different issues. Your chose to join the Army doesn’t just affect you, but also your family and loved ones. From my personal experience, the Army is terrific and offers a lot to not only me but my family as well. The Army has allowed me to provide for my family and also sets me up for my future. Retirement is only four years away, and I can say without any doubt that my decision to Join the U.S. Army has been the best decision I have ever made.

The Pinkerton Army Values
As the Industrial Revolution gained momentum in the United States, factory workers became disgruntled with the poor treatment they were receiving by their employers. The factories were unsafe, wages were cut, and the standard of living plummeted as machines and profit took priority over people at the workplace. Workers joined together in an attempt to create unions that would give them fair treatment at their place of employment. To maintain order and control, employers hired the Pinkerton Detective Agency to act as spies by joining workers in the workplace then reporting their findings back to the employers. The Pinkertons would play a major, infamous role in the union strikes that followed as tension continued to grow.
Pinkerton National Detective Agency was developed by 23-year-old Allan Pinkerton in 1850. He was born in Glasgow, Scotland and fathered by a retired policeman. Before arriving in America, Allan and his wife fled Scotland due to his involvement in the Chartist working class movement. (Allan Pinkerton: Biography on Undiscovered Scotland, 2007). He became an antislavery campaigner and assisted slaves using the underground railroad by helping them escape to Canada. In a random turn of events, he happened to establish himself as a detective after uncovering a counterfeit coin operation. Not long after this, he created the prelude to what is now known as the Federal Bureau of Investigation.
Their company slogan “We Never Sleep” was paired with the well-known All Seeing-Eye image and eventually coined the term Private Eye. The Pinkertons received many applicants; however, Allan did not hire detective school graduates. Instead, he hired messenger boys, bank clerks, insurance salesmen, waiters, and elevator operators. He claimed these men were polite, alert, intelligent, hard-working, and not obsessed by the scientific tools taught by the detective schools. If the agency wanted to hire someone for a specific detective job, sometimes they would run an ad for men with sales experience. (Jarman, 1948a). Within the first twenty years, the business successfully employed 2,000 active agents and 30,000 reserve agents.
The first instance of the Pinkerton’s involvement with labor work was in September of 1866. The agency’s guards were sent to protect mining properties during a coal strike in Braidwood, Illinois. Between 1866 and 1892, the agency was involved in 70 union strikes facing approximately 125,000 union strikers. They were referred to as the “Private Army of Capitalism” that protected the rich. “Founder Allan Pinkerton used the media of the time to paint his detectives as symbols of order in the lawless West, but his work for the owners of the mines and mills evolved into providing a de facto private army to quell strikers. As Pinkerton agents were often deputized by local law enforcement, they acted as agents of the government while being employed by private interests, a dangerous combination” (O’Hara, 2016).
July 6, 1892 was a doomsday for both sides of this ongoing battle. The Pinkertons were hired by the owner of Carnegie Steel Company. Andrew Carnegie’s assistant Henry Clay Flick was left in charge and tried breaking up the Amalgamated Association union by firing its members. This led to a four-month strike. A few hundred agents were loaded onto barges. They headed from Pittsburgh toward Homestead, Pennsylvania. As they arrived, they were met by union strikers and onlooking citizens. They were unable to come ashore and remained on the barges during the twelve-hour stand-off. Both sides used every weapon they had at their disposal. Two Civil War cannons were loaded with scrap iron resulting in the decapitation of one striker. In return, strikers oiled a raft, set a sixty-foot fire, and attempted to burn the barges. By the end of the day, 20,000 opposed the presence of the agents and they were forced to surrender. Nine strikers and seven agents were killed during the Homestead strike. (Wilson, 2004). As the Pinkerton men came to shore by government escort, they were beaten relentlessly as they were led on their way out of town. The result for the strikers was also a major loss. Strikebreakers were hired to replace them, and they gained nothing. In conclusion, “The Homestead affair not only discouraged the Pinkertons from further strike-guard work, but it killed unionism in the steel industry for almost fifty years.”
By August 1892, the Anti-Pinkerton Act was passed limiting the government from hiring private armies. Later, in 1935, the Wagner Act was also passed preventing employers from oppressing their workers’ attempts to unionize. Even more, a resolution was passed in 1937 stating, “that the so-called industrial spy system breeds fear, suspicion, and animosity and tends to cause strikes and industrial warfare and is contrary to sound public policy.“ Allan’s great-grandson Robert Pinkerton II, the company owner at the time, then ended the firm’s antiunion operations with this statement, “Our agency has always felt that employers had a right to know what their employees were doing, but if the sentiment throughout the country is such as to bring before Congress the resolution that has been passed, it looks like we are on the wrong side of the fence. Times have changed, and we are out of step.” (Jarman, 1984b)
The Pinkerton Detective Agency annual revenue greatly depended on union strikes. In the 1920s, $1,023,776 of their $1,922,910 profit was solely from this kind of labor work. Robert Pinkerton II managed to keep the company afloat by offering various services. Sign service allowed a business to buy a sign stating that the premises was protected by the Pinkertons. To have one of these signs, the business paid a yearly fee. In return, Pinkerton agents spent a certain amount of days working for them for authenticity. Questionable ethics came into play when there was no criminal activity. In this scenario, owners could use the agents to check on their employees and their efficiency. This was not the first time the Pinkertons used questionable or outright illegal methods. In the past, agents often used entrapment. A common sting was bribing conductors to let them ride the train without purchasing a ticket. They would then file a report against the conductor leading to termination. While doing surveillance, it is reported that agents would go so far as to rent a room above a young woman and drill a hole into her ceiling to prove her fraudulent disability. This is not the only example of their unethical spying.
Since Allan Pinkerton’s death in 1884, several family members have kept the company alive. Today, it is a subsidiary of a large Swedish company named Securitas. The contradiction of Allan’s ethics remains confusing, at the least, if not hypocritical. He was a man known to stand for several human rights causes despite the legality, yet he went on to provide a service that silenced and prosecuted protesters. It also makes us question what privacy employees deserve from their employers. What do employers deserve to know? On an even broader scale, what privacy are citizens entitled from their government? In a surveillance everyone is guilty of something. Pinkerton had all the tools to assist the union strikers and make the statement of equality he failed to make in Scotland, but sometimes by detecting and focusing on all the small wrong doings, we often miss the bigger wrongs along with the bigger picture. To quote Allan Pinkerton, “There seem to be three things that are the ambition of a great class of people who are either in need of employment or who are dissatisfied with the employment they have. They wish to go upon the stage, or become an author, or turn detective. It is about an equal chance which way they will go.”

U.S. Army Infrastructure
Policy efficiency is tied to an effective use of the public monies. To determine if a program or policy is effective is important that public administration be able to evaluate these programs or policies. In an essay format answer, you are to discuss the following: First, what are the roles of the OMB and the GAO? Second, what identify and discuss the three types of government audits used by the U.S. Government. Third, what is meant by program evaluation and how public administrators employ it? This answer is worth 30 points. The Government came up with an idea of being able to organize it’s auditing system better by having something called The U.S. General Accounting office. Within the U.S. General Accounting Office, there was a system that was designed to be implemented which was called the Government Accountability Office. It was directed by a comptroller general of the United States who is then appointed by the president with a consent from the Senate to be able to do a term of 15 years. The GAO was designed to audit the financial records so that it would be able to see where the funds were actually going and how they were properly spent.
The responsibilities of it were to conduct financial good performance for all of the Government Agencies. The act was for the comptroller to make the general recommendations to make the economy greater and more efficient with its public expenditures. All of the departments and establishments are required to turn over all acts of paperwork such as books, documents, papers and/or even records, that the comptrollers or any of the assistants would request. Within one year on average, the Government Accountability Office completes around 1,000 reports for the members of Congress. The information provided by the Government Accountability Office often is delivered in written reports which would include specific recommendations. Usually, the issues that are given are handed over to the conventional financial management and the reports would be checked out but Congress would be unaware of them. Although the Government Accountability Office checks out the policy and performance investigations, with financial management will still be a major key concern. There is the revenue side though that Government Accountability office would go and identify the many cases where the government agencies would not pull in the money owed.
The Government Accountability Office staff consists of lawyers, engineers, and other employees. It is the largest auditing agency in the United States. The Government Accountability Office is vast both in size and its reputation. The reputation for it has become an institutional integrity and has made it a model for the other major levels of government. Each of the substantial levels of government has its own auditors. They all range from the state government auditors to the local accounting firms that are all retained by a small school board. Most of the governors share the executive authority with the other elected independently elected officers. They are the secretary of state, the treasurer, the comptroller, and the attorney general, or as we’ve talked about mainly, the auditor. Then there are the different types of audits. The first type of audit is the Compliance Audit. This audit is the most traditional form of such an auditing activity. Within the compliance audit, it is looking for an extent in which the financial managers of an organization which gives financial input and has to manage with the compliance of the law and the accepted standards of the conventions for the accounting information. In recent times, the auditor would do an annual visit to remove any parts of the organization and would check the entries of the financial journals and the ledgers to make sure of the arithmetic balances are correct and that there are no mistakes.
Then at the end of the process, the auditor would then go and certify and make sure that the financial records are correct. The next auditing process is the Performance Audit. This is the process where they would go and check into assessing the ideas of making sure that the law and regulations are at a wider role of its highest efficiency and cost-effectiveness. The efficiency and effectiveness of the audits are the two main steps in the performance audit chain. With practice though, they’re to be full-bodied into a single performance and comprehensive chain within an organization. Such extension on the administration has implemented its objectives set by political leaders to be reviewed. They would want to know that they’re being responsive and the organization is effective and playing the instruments well of that state. Next is the Internal Audit. The internal audit consists of line managers that are reluctant to wait for an external examination that would find problems within their other organizations. The groups need to have reported high in the organization where the chief executive officer or where an audit committee is at the highest level. They would need adequate and clear authority to support it as well as the resources and all of the other right parts of the organization. If there are cash handlers, they’d need to have a significant compliance audit role.
On the other end though they would have independent virtual troubleshooters who would provide any early warnings to the top management emerging issues. The internal auditors are always going to be the ones in line to be within the danger zone of losing their major independence to the line management. Ensuring that the degree of independence is needed for the effectiveness and its maintained, there are three key factors that come into play. Those three key factors are the location on the outside of the line management, a high reporting line within the audit results, and the reasonable latitude that selects the assignments. Those who are imagining the government to audit should be placed within the hands of the private accounting firms within the minority. Finally, there is the program evaluation which is considered to be an extensive systematic evaluation of any activity or group that is undertaken by the government so that a determination could be made by both short and long range. Its distinguished from the management evaluation which is called the organization evaluation because it's limited to the program’s internal administrative procedures. These procedures are employed by the policy analysis and program evaluation analysis methods. Program evaluation is a method where a systematic examining process of any of the activities or groups of activities are undergoing a viewing by the government to be able to decide on the effects both short and long range. It is signified that it is distinguished from the management evaluations which is also called the organization evaluation where it is limited to a program’s internal administrative procedures. Question 4: In this question, you are to discuss the practicality of what you have studied in this course.
In an essay answer, identify three themes or concepts related to Public Administration that you will be able to utilize upon graduation as you move forward with your career plans. This answer is worth 20 points. Utilizing theories from Public Administration will help guide and interpret what kind of leader that I’ll be when I graduate and then go on and move into the Officer world within the United States Army Infrastructure. There may be more themes or concepts that I’ll be utilizing but the major three that come do come to mind that I think would help me out the most are within the hierarchy of ethics. Within the Hierarchy of ethics, there are four different types of levels to go by. The first one to go by is the personal morality of ethics. It is the basic sense of doing what is right and what is wrong. To utilize this method within the military infrastructure, there may be sometimes when doing what you feel is right is wrong, but it may actually get you to where you need to be. As a leader though, you need to utilize these two ideas of what is right and wrong when talking to the lower levels of soldiers such as your squad leaders and team leaders so that they can have an idea of a standardized idea of what to tell their soldiers that are below them. Using these two types of ideas with them will help make it beneficial to not only just showing them that but also being able to give them a sense so that if they do manage to make a mistake and happen to maybe even be in a situation where they feel it is right but could be wrong to do because of other moral principles, then they’d have to go with their gut feeling and push through with the mission that they’re given to complete.
I was always juggling through these two whenever I was working the road as a Military Police Officer because there were many times where I was in a situation when someone happened to do what is wrong and I was supposed to go by the book but just by my experiences and decisions at the time of being there, I made my own choice and moved on about my business. The next concept within the levels of ethics would be the way that professional ethics are performed. Professional ethics are rules and norms that are obligated within a professional way. It is also considered to be a set of guidelines that are considered professional codes. There are the Army values and there is an acronym to go by that the soldiers are blessed with when they graduate basic training and that acronym is LORDSHIP. These two are considered a guideline for ethics within the U.S. Army that the soldiers are supposed to live by day in and day out whether or not they’re on duty. It is a series of ethics that shows a representation of how professional you are as a person. Then there is the third level within the ethics structure signified as organizational. With each and every organization there is an environment or culture that is both formal and informal with a set of rules that consists of ethical conduct.
It consists of public laws, rules, regulations, executive orders that are all taken into effect within the U.S. Army infrastructure. First off, the public laws work both for on and off of the installation except for the fact that those who are the police on the base will be there to help assist and aid with anything that has happened that went wrong with either traffic violations, or even a domestic. While in a combat situation, you have a set of rules that are called, “rules of engagement”, that are signified as a set of rules that you are to go with just in case something was to happen while out on a mission. The regulations portion of it is there tell help to have a standardized method of how you should be while in uniform such as how you should dress and present yourself on a day to day basis. Finally, the executive order portion of it is that if something such as a mission were to be passed down and your unit was to get activated for it, there is no choice for you but to go ahead and make that mission happen whether you like it or not. As a leader, there will always be times when the job isn’t fun for a little bit but that’s when your leadership skills will come in to play to ensure that your soldiers are at their highest level of morale. Then there are the social ethics which is consisted of a way that the members of the organization should act that would protect both the individual and the further progress of the group as a whole unit.
Social ethics is how you would want to basically present yourself as an individual and want to represent the group that you’re in. While out with friends or even family, you wouldn’t want to give out the most important confidential information as to how your unit is run or you wouldn’t want to talk any type of bad mouthing about it but you would want to be able to represent it in a way where people could see it as a good place to be. Also, even as an individual, you’d want to represent yourself as a good person because you never know who’s paying attention to what you’re doing. The world may seem like a small place but within the military infrastructure, you’ll never know who is actually paying the most attention to everything that you’re going to be doing. That’s why you always act professional and never let your guard down. You maintain your boundaries and be the best person that you could be.

Attitude and Core Value Army Insights
As indicated by the McGraw-Hill Connect Assessment, there are numerous dimensions of organizational and personal behaviors that are assessed dependent on a series of survey questions. These questions are defined to react to the different types of qualities and personal characteristics. Learning from this experience in taking the surveys with allow me to become a better leader within any organization I am a part of. With learning these traits, there will also be new things that I find out about myself while leading a business. Most evaluations give essential bits of knowledge to how one's identity, character, and conduct demonstrates an impression/reflection of their ethics, measures, values, and qualities. It is critical to take note of the after effects of said evaluation with the goal for anybody to buy in to their own potential. In doing as such, this evaluation and assessment can reduce the negative things that can come up while working or leading within an area where there is little to no interest in the subject. The assessment allowed me to question my leadership and identify areas in which are in need of change. Additionally, some of these surveys will not have much influence on my behavior within the workplace due to them not having to apply within the Army.
The big five personality dimensions demonstrates the diverse attributes inside individuals of their identity and how they mean to work. The Myers-Briggs Big Five is expressed as being “extroversion, agreeableness, conscientiousness, emotional stability, and openness to experience” (Kinicki & Fugate, 2018). The assessment taken through the McGraw-Hill Connect allowed me to consider myself as an extrovert which was no surprise given my career as an Army Recruiter. I often work very effectively in a group setting due to the many other perspectives that can be gained. The first question in this survey called for my attitude toward teamwork. Scoring out of 50 points, I was very high and have a positive attitude when working in a team setting (McGraw-Hill Connect Assessment, 2018).
Core values have been embedded in me since childhood. My parents constantly expected a lot out of me being the oldest brother of five siblings. Additionally, being in the Army only continued to grow and foster my core values. The Army values are Loyalty, Duty, Respect, Selfless service, Honor, Integrity and personal courage. These values allow me to be an effective leader within my organization by applying these values every day. The McGraw-Hill Connect Assessment identified my organization ranged from the medium to high volume of leadership, processes, TQM and employee awareness. These scores included 12 out of 12 points, along with 17 out of 20 points recorded within the assessment. Additionally, in my organization the acceptance of TQM helps ensure my vision and career plans are enacted upon. My career plan and personal vision were very high on the identity spectrum meeting a score of 75 out of 80 points.
Motivation is the processes that underlie direction, intensity, and persistence of behavior or thought (Kinicki & Fugate, 2018). Motivation is an area to which I am most known for throughout my organization. When I come to work, I make sure I create the environment where everyone is motivated. This could be another reason why I am an extrovert and I feed off of the motivation and interaction of others. Additionally, I am constantly pushing others within my organization to accomplish their goals. Being in the Army, it is a necessity that confident and competent leaders are placed into key leadership roles so that they can be effective in leading other Soldiers to be the best people that they can be. My score on this assessment was not surprising being 50 out of 50 points. Leading enables oneself to teach those around him/her making them the best people that they can be.
This area in my organization is an area where every Soldier beneath me has a role to play. If there us a problem, we brainstorm and use effective problem-solving techniques to overcome any problem. Being the Leader in my Recruiting office, I have the ability to lead the way I want to which additionally allows me to hear everyone’s opinion on every matter and problem we face. The assessment rated me at 56 out of the 70 possible points which shows my organization allows for everyone to express their opinion freely. Of course, there are times especially in the Army where there must be a fast execution on specific tasks and there is no room for negotiation or talking. However, most of the time everyone is allowed to brainstorm as a group.
Most organizations can agree that communication is one of the most important keys for success. However, communication is only as good as the people executing and abiding by the polices organizations place on it. Alongside communication, active listening skills are a critical application to communication. Scoring a total of 64 points out of 80 implies that I have an orientation towards Theory Y perspective of employees. This implies that I trust and believe employees are capable of accepting responsibility and hold value within the organization.
Leadership abilities in my opinion completely rely on the ability to effectively plan, motivate, coordinate and execute tasks to subordinates while giving them proper direction. The closeness or cohesiveness of a team is one of the ways in which goals can be obtained. Mechanistic organizations have a tendency to lean towards centralized authority, where rules and tasks are clearly defined, and where employees are in an environment where they are closely supervised. An organization which is highly mechanistic could be any branch of the U. S. Military. Organic organizations have decentralized authority, having far fewer rules and procedures, and expect employees to be able to cooperate and respond quickly to unexpected tasks (McGraw-Hill Connect Assessment, 2018). I believe this area is one where employees can truly be their best self and have the full “buy-in” into the organization.
Conflict resolution is key for organizations to remain focused on a given task. My office is extremely efficient when handling conflict resolution. For example, each of us in my office have specific goals needed each day that have to be accomplished. At the end of each day we conduct after action reviews on what went right, what went wrong and what we need to do the next day in order to accomplish our goals. Social media is a key area for my office and must be used effectively. I have a high positive online social networking use scoring 24 of 30 and a low distracting online social networking use scoring 9 of 11. One of the only reasons I have a social media account is due to the majority of my applicants, prospects and leads come from social media.
Politics within my organization have a small role in Army recruiting. Being in charge of an Army Recruiting Station, the ability to achieve results and win your market are what higher echelons care about. However, utilizing political influence within the organization is a key area that cannot be ignored. You have to have the ability to clearly communicate the areas you are deficient in and have a key plan on how you are going to fix the issue. If you are winning your market and consistently meet your month to month goals, no one bothers you or tries to influence the way you operate.
Satisfaction is a key component in any organization, and it is achieved when the desired result through hard work effort is achieved. This can be achieved by placing the right people with the right skill sets into the areas where they will excel, be challenged and will be able to accomplish the desired task. As a key leader within my organization, it is vital that I place my personnel into the right markets and hold them accountable for the desired tasks needed each and every day. By doing to they will be able to accomplish their goals through the strategic planning and execution each day.
Change is constantly happening within every organization and the ability to react and accept the change will determine how the organization can adapt. The ability to adapt to the change can solely rest on the leadership involved in the organization and how they act when change happens. Leaders must be able to educate their team immediately upon receiving notification of a change. By doing so mistakes can be mitigated and personnel can adapt to change effectively.
In my own experience, I have come to realize that the personality tests I’ve taken thus far enabled me to understand important aspects about my character. In most of my time in the Army, I have not always conducted myself as an extrovert. Initially I was an introvert, I have adapted and have become an extrovert through more experience and being placed in leadership roles. Additionally, being intuitive within my workplace allows me to go with what I “feel” is right when it comes down to making a decision. Critical thinking is vital in making any decision. You must react in the most effective way for the organization. All of the results given from this assessment have made me come to realize that I have so many different characteristics about myself that will allow me to identify my shortfalls and how to increase my effectiveness in leading my Soldiers.
The characteristics about myself that I have learned are those qualities that allow me to achieve the desired goals I have set forth within my organization. One area that I identified with through this personality test is that I have high motivation and if I use this motivation towards accomplishing a specific goal, I will be able to stay on task and continue to be effective every day. Additionally, by being motivated throughout the workday, this motivation will “rub off” on the other employees within my organization.
As I gain more experience every day, I realize that I continue to grow into a better more efficient person. I often attempt to reflect on my own personal growth through a relationship with God and the vital role He has within my life. I’ve come to study the bible and continue to learn more and more about all of the teachings there are. To my understanding, every story identifies and predicts some type of behavior that can be reflected back upon one’s life. Every single person in this world can relate to many of the different stories written within the Bible. A story that can be reflected on was the story of Job, who had lost everything and was tested by God. However, Job did not know it was Satan who had received permission by God to allow those circumstances to happen. Yet Job had accused God while enduring these trials and tribulation. I have also been through similar situations where I had almost lost everything and placed blame upon God. I accused him of allowing such circumstances to happen to me. We are constantly tested throughout our lives and I continue to learn and grow into a better person each day.

Army Values and Servant Leadership
My Army Career started as a junior in High School in 1983 till 1989, with the Field Artillery out of Glasgow Ky. In the ‘80s SHARP programs were not present and harassment on Military installations and off post were very high. At that time, it was “A man’s Army” and many jokes about gays and women in the force were normal. I rejoined After 18 years break in service, with the same unit out of Glasgow Ky. My return in 2007 seen huge changes with a new program called SHARP. The Army was and is adapting to changing environments and what we considered “acceptable” in the past have transitioned out of the new Army. Sexual assault prevalence in the Army rose for women from 4.4 percent in 2016 to 5.8 percent in 2018 and reporting rates have quadrupled over the past decade, the Pentagon stated that the 2018 reporting rate was roughly on par with the 2016 rate. The Army will not tolerate Sexual Harassment and Assault, and the Army is and will be working hard on a culture of dignity and respect. Leaders should do what is right and teach and lead the younger Soldiers.
Sexual Harassment/Sexual Assault response program (SHARP) created and implemented in 2006 to end sexual harassment and sexual assault within all ranks. Department of Defense (DOD) as, intentional sexual contact characterized by using force, threats, intimidation, or abuse of authority or when the victim does not or cannot consent. DOD defines sexual harassment as a form of sex, discrimination that involves unwelcome sexual advances, requests for sexual favors, and other verbal and physical conduct of sexual nature. In the fiscal year 2018, 0.7 percent of Male Soldiers on active duty reported sexual assault compared to 6.2 percent of Female Soldiers. In 2016 only 1 out of 14 reported sexual assault while in 2018 the numbers were 1 out of 3 which shows more Soldiers are coming forward. Male Soldiers on active duty indicated 6.3 present were Sexual Harassed with 24.2 percent of Female active-duty soldiers. Army values and Servant leadership and encouraging Soldiers to do what is right and protect and defend. The army culture has changed and will change and requires dignity and respect for all.
The culture of the Army has changed from the past, is changing with the present and will continue to change in the future, due to people of all levels of society joining the army. First let us start with the past. Soldiers were scared to make a report due to retaliation and not having a program in place at that time. I remember while being a young Soldier in the '80s, of harassment from my Sgt in the Commo section of 1/623 fa out of Glasgow, Ky. He would toss drinks on me, make me run behind a gamma goat (old military vehicle). Would curse me and make racial slurs of me being white. I never reported this Soldier, however leadership soon saw this and moved me to another section. I still think about this toxic leadership and what this induvial inflicted on me and will never forget this person. Harassment was out of control due to not having any type of harassment programs like we have today with SHARP. The culture has also changed, in 1982 the Military had 17000 soldiers removed or left the for having a ban on Gays. 1993 showed the birth of 'Don't ask, don't tell.' Gay Soldiers had to take a conservative view about serving openly in the military and were victims of harassment. The Military culture changed again in 2010 with the repeal of 'don't ask, don't tell.' More changes occurred in 2013 when the Supreme Court struck down the Defense of Marriage Act and recognition of same-sex marriages and would extend spousal and family benefits for same-sex marriages. Another thing I would like to bring up is the culture of the younger soldiers. I attended SLC at Fort Gordon, and it was disturbing Seeing AIT students with very little clothing. Is AIT starting to act and move more towards a college environment? It makes me wonder if more assaults and harassments occur once drinking is involved. This is where leadership needs to take control and speak about values, respect, appearance, and language in-which will write about in the next chapter of dignity.
As a leader we play a crucial role for bringing out the best of people. Dr Donna Hicks book on 10 Essential Elements of Dignity has some great points, I will go over a few of the ten elements. The first is Acknowledgment. Receiving this validation helps the person open to healing. Physical safety is another element in which people remain “terrified” to speak the truth about their experience. Understanding is another one and is also part of active listening, as we need to listen to our Soldiers so to understand them while helping the healing process. The last one I will write about is accountability, if your actions violated the dignity of another person, apologize; and commit to hurtful behaviors and help others. Dr. Hicks also talks about self-preservation instincts that hinder dignity, one is allowing the bad behavior of people getting mad and getting even. She talks about Gossiping about what might have happened to a person in a negative way, this would hurt that person and others might not report harassment due to the harassment if reported. Any Soldier’s may approach me no matter of rank place or time, while expressing themselves without any fear of negativity, or being judge. Being a leader, I will lead them in the right direction, get them the help that needed, and be with them no mater of race, religion, gender, sexual orientation, age, or disability. We are leaders, we are Soldiers and brothers and sisters of the Army and help anyone in need.
Sexual harassment and assault in the Army are real, and the DOD has addressed, while trying to combat this situation. This is my 19th year, and have seen lots thru the years, my job is to help Soldiers even if not being an expert in the field of SHARP. I think SHARP is a good thing, however we also need to have respect for ourselves as well as others. Many Soldiers will not pay attention during SHARP briefs and make silly comments, we need to find a way to educate more and get this Soldiers on board or get them out of the Military. I know the Army is working hard on a culture of dignity and respect, and will need to work much harder in the future as people and society changes. We also need to help the Army and change ourselves so to give loyalty, duty, selfless service, honor, integrity personal courage and respect to create and support an environment of dignity and continuous culture change

A Direct Antithesis of the Army Values
Cases of sexual harassment and assault exist in today's Army despite serious efforts to end them. All Soldiers attend in-person briefs and take online classes about the Sexual Harassment and Assault Prevention Program (SHARP). In spite of this, cases continue to appear throughout the Army and have increased over the last few years. It is a serious problem, and one that proves difficult to solve.
In fiscal year (FY) 2018, there were 6,053 formal reports of Sexual Assault with ~14,000 unreported cases that same year. That is an increase of 1500 cases over two years since FY 16 and an approximate increase of 5,500 possible unreported incidents. Those numbers translate to a ~35% increase across the board for sexual assault alone. This data does not include sexual harassment cases.
One logic gap that occurs within Army Leadership is the assumption that this is a problem exclusive to the United States Army. The same types of assaults and harassment occur just as often within civilian organizations (1:5 women, 1:71 men). In attempting to solve the issue internally, Army Leaders are effectively isolating soldiers from the rest of the relevant data. The problem would be better handled if civilian and Military organizations worked together on a large-scale basis. Soldiers live in a very controlled environment. The use of outside observers on people within that controlled environment could yield significant amounts of helpful data. There is a habit of overall short-sightedness and a willingness to adopt half-measures within the Army. Mandating more classes and training cannot be the end-all be-all solution. If that were the case, SHARP would cease to exist. All this does is push the issue further and further down the road. Leaders at all levels have to engage soldiers on a personal level if there is any hope of succeeding. Soldiers are still human regardless of any training, and assuming this issue is somehow unique to them is a serious mistake. One size fits all always leaves someone out, and that will ultimately lead to further problems.
From a scientific standpoint, two main factors considered root causes of sexual violence are natural psychological deficiencies and learned behavior from family. Data suggests that 20% of sexually abused children ultimately will grow up to commit an offense of their own. Another example of this is in statistics for people with emotional/physically abusive childhoods, which also links to a greater likelihood of committing acts of sexual violence. It appears that learned behavior at that early age can have adverse effects on people as they grow and develop, causing psychological damage. These people are in addition to the ones born with these psychological deficiencies. One option that isn't stated in any sources cited for this document is that some people may just truly be evil. Throughout history, humanity has proven itself capable of being violent and cruel. This trend has continued throughout history; from the enslavement of Ancient Egypt, the Mongol conquest of Asia, the Spanish Inquisition, and all the way to modern times with groups such as ISIS and Khmer Rouge. If the pattern holds, no amount of training could ever have an impact on those who fall into the class of morally and mentally flawed or whose beliefs are a direct antithesis of the Army Values.
The true causes of sexual violence and harassment may never be truly known, and unfortunately may never be stopped completely. Regardless, all people and organizations must do their due diligence in their efforts to mitigate the issue and aid all survivors. Humans are imperfect beings, and as long as that holds true, sexual assaults and harassment will continue despite the best efforts of good people.

Growing Army Professionals Closing the Values Gap
A soldier is a steward of their profession. It is their responsibility to maintain the trust of their fellow soldiers, become an expert in their MOS and soldiering skills, while maintaining honorable service, and how the army values help us become stewards of our profession. They should be examples to soldiers and the epitome of professionalism. A soldier represents more than just them selves but our country as a whole.
Trust in your fellow soldiers is hard earned but a necessity. The soldiers under you will follow your direction knowing that you are leading them correctly and trusting in you as a leader. Your officers and senior leadership will trust in you to preform your job correctly and that they will not have to stand over your shoulder or worry about assigning task to. They will know that you are professional. You also want the American citizens to trust in you. They should have trust that you as a soldier will ethically and effectively serve our country, because you represent the Army when they see you. Army Chief of Staff Gen. Ray Odierno said “Trust is earned not given. It is not rank-oriented. It is deeds, not words.” He also stated its important for the leadership to listen to and trust younger soldiers. Loyalty and selfless service are the Army values that will build trust. Loyalty to your soldiers and your country will make your soldiers trust you they will see that you care not only about them but about the bigger picture as well. Selfless service will also build trust from your command and your soldiers everyone will see that you go above and you will sacrifice your needs for your soldiers.
Part of the way you gain trust is by being in expert in your (MOS) military occupation specialty. This is vitally import because you will have to lead soldiers usually with in you MOS. If a soldier has a question you should be able to answer them correctly or know where to get the answer that is needed. Also you should know regulation so that you can correct any mistakes that your soldier makes and exemplify what the regulation states. Basic soldiering skills are also something that you should know inside and out you should be able to teach junior soldiers the proper way to do something and the purpose for why it is done. The is covered by the Army’s value’s of duty and integrity. Duty is how missions are completed and once one task is completed you will move on to the next task this will only happen by being an expert in military task and your MOS. Integrity means always doing the right thing even though this also builds trust if you do things with integrity you will do them correctly and that will build your expertise in a given area.
Honorable service encompasses professionalism, trust, mastery of your job and being of a high moral character. This will follow you even after your career this is what employers see when they hire a service member. Serving honorably is giving up part of you for the greater good sacrificing time with family, friends, and the things you care about to do the job that needs to be done. Serving with honor is also doing what is morally right. Honor is also a big part of the army core values. The reason the American people trust our military is because of the honor we have. We uphold honorable service by living the army values, serving our nation, and upholding the army values. We support the constitution in a way that upholds the rights and interests of the American people.
In conclusion you have seen the reason trust is important from your soldiers and civilians alike. Why having mastery of our job is so important in leading and why it will help you build the trust of your soldiers. Finally how honorable service is what defines stewards of the profession by encompassing a variety of different traits. All of this can be achieved through the army values. Loyalty, duty, respect, selfless service, honor, integrity, personal courage. These are the values of the Army that build stewards of the profession they build trust, honorable service, and will make you an expert in your field. As soldiers it is our duty to make good decisions and take the best course of action. These are the things that will make us stewards of our profession.
